Alcance orgánico del programa presupuestal 017-2021 del gobierno regional de Junín para la atención de enfermedades metaxénicas: caso dengue

Diversas investigaciones se han abocado en estudiar el aumento de casos de dengue en la región de Junín, pero pocos se han enfocado en conocer el alcance orgánico del programa presupuestal existente. Como objetivo se propuso determinar el alcance orgánico del programa presupuestal 017-2021 del gobierno regional de Junín para la atención de enfermedades metaxénicas, específicamente en la trasmisión del dengue en la región. Se realizó una investigación documental de fuentes secundarias utilizando el Programa Presupuestal 017-2021 para las enfermedades Metaxénicas y Zoonosis del Perú y los informes actuariales del departamento de Junín, con criterios como la pertinencia de la actividad presupuestal, tipología de alcance orgánico, eficiencia presupuestal, tipo de acción, además de, PIM, índice de ejecución, avance físico, ámbito geográfico y beneficiarios. Los datos recolectados se almacenaron en Microsoft Excel, se calcularon porcentajes (%) y se mostraron en tablas y figuras. Como resultado, se evidenció una priorización que corresponden al 26,1% del PIM, destinados al financiamiento del diagnóstico y tratamiento de enfermedades metaxénicas (IE: 0,96) y viviendas protegidas de los principales condicionantes en las áreas de alto riesgo de enfermedades metaxénicas y zoonosis (IE: 0,96), por otra parte, el mayor peso presupuestario (34,20%) fue en la tipología individual, resaltando el diagnóstico y tratamiento de pacientes y el empoderamiento de conocimiento del ciudadano sobre la transmisión del agente causal. Concluyendo, que las acciones con alcance orgánico individual y familiar están enfocadas a la resolución de casos y/o brotes, dejando las acciones preventivas como subatendidas(AU)

Various investigations have focused on studying the increase in dengue cases in the Junín region, but few have focused on knowing the organic scope of the existing budget program. The objective was to determine the organic scope of the budget program 017-2021 of the regional government of Junín for the care of metaxenic diseases, specifically in the transmission of dengue in the region. A documentary investigation of secondary sources was carried out using the Budget Program 017-2021 for Metaxenic diseases and Zoonoses of Peru and the actuarial reports of the department of Junín, with criteria such as the relevance of the budget activity, typology of organic scope, budget efficiency, type of action, in addition to PIM, execution index, physical progress, geographical scope and beneficiaries. The collected data was stored in Microsoft Excel, percentages (%) were calculated and displayed in tables and figures. As a result, a prioritization corresponding to 26.1% of the PIM was evidenced, destined to the financing of the diagnosis and treatment of metaxenic diseases (IE: 0.96) and sheltered housing of the main determinants in the areas of high risk of metaxenic diseases and zoonoses (IE: 0.96), on the other hand, the greatest budgetary weight (34.20%) was in the individual typology, highlighting the diagnosis and treatment of patients and the empowerment of citizen knowledge about the transmission of the causative agent .
